Notice of Race and Sailing Instructions

1. RULES

1.1. The organizing authority is the Presidio Yacht Club (PYC), Fort Baker, Sausalito, CA.

1.2. The regatta will be governed by the rules as defined in The Racing Rules of Sailing for 2009-2012 (RRS) as amended by the 2009-2012 U.S. Sailing (USS) Prescriptions and the Standing Sailing Instructions of the Yacht Racing Association of the San Francisco Bay Area (YRA).

1.3. All crewmembers must wear personal flotation devices (PFDs) at all times while under way. The Yankee flag will not be displayed.

1.4. Spinnakers may not be used.

1.5. Racers are reminded to read YRA rule 2.0. Always remember "Safety First". Do not race so aggressively that you create a dangerous situation.

1.6. Racers are also reminded to read YRA rule 1.0. Remember that racers do not have priority on the bay and the Unified Inland Rules apply equally to all boats.

2. ELIGIBILITY AND ENTRY

2.1. The regatta is open to all boats whose overall length is under 40 feet.

2.2. Eligible boats must enter by completing an entry form during the skippers' meeting in the clubhouse at 11:00 the day of the race. Entry forms must be signed by the skipper.

2.3. Late entries may be accepted at the discretion of the Race Committee. However, a boat may not start until the provisions of Rule 2.2 have been complied with.

3. FEES

An entry fee is required from boats sailed by skippers who are not PYC members. Boats skippered by PYC members do not pay an entry fee. The fee is $10 per race or $40 for all six races.

4. SERIES RACES

The Baxter-Judson regatta will consist of a series of 6 races.

5. SCHEDULE

5.1. Dates for all races will be published on the PYC racing web page. Changes will also be posted on the racing web page.

5.2. There will be one race on each of the dates.

5.3. The scheduled start time for each division is:
12:00 Start for Division 1, Corrected NCPHRF 214 and above. (All boats if fewer than eight starting.)
12:10 Start for Division 2, Corrected NCPHRF 174 to 213.
12:20 Start for Division 3, Corrected NCPHRF 173 and below.
Note: the racing committee may move boats from one division to another during the skipper's meeting. This move does not affect the boat's handicap.

6. CERTIFICATION

The Northern California Performance Handicap Rating Factor (NCPHRF) will be used to handicap all races. Each boat will state its PHRF rating prior to the first race in which the boat is entered. If the PHRF is thereafter changed, the lower PHRF shall be applied to all races for the boat.

7. VENUE

The regatta harbor is Horseshoe Cove, Fort Baker, CA.

8. SIGNALS MADE ASHORE

Signals made ashore will be displayed from the yardarm located at the end of the east-west breakwater.

9. SIGNALS AND FLAGS

The standard RRS starting sequence will be used. (Note: RRS rule 27.1 does not apply. See 1.3 and 10.1.)

10. THE COURSES.

10.1. Diagrams of the course will be distributed at the skippers meeting. See Rule 2.

10.2. All marks will be the YRA listed permanent marks. A list of marks is available on the YRA and PYC web sites.

11. STARTING AND FINISHING LINES

The start and finish lines will be a straight line drawn from the RC yardarm on the breakwater to the dolphin (3 wood pylons) southeast of the Coast Guard dock and northeast of the fishing pier.

12. TIME LIMIT

The time limit for all races will be 20 minutes after the third boat finishes or 4 hours, whichever is less. Any boat which has not crossed the finish line within the time limit will be scored DNF.

13. PROTESTS

The RRS and USS protest systems will not used; instead, any skipper desiring to make a protest will do so by notifying the racing committee in person as soon as possible after the end of the race. Protests will be heard by the Protest Committee as soon as possible. Decisions of the Protest Committee are final.

14. PENALTY SYSTEM

Any boat that starts early (OCS) will have a penalty of 2 minutes plus the time they were early added to its corrected time.

15. SCORING

Warmup races and the ladies skippers' race will be scored individually, and will be independent of the scoring for the Baxter-Judson series. The low point scoring system will be used (RRS Appendix A) except for any race in which a boat did not participate, DNS, DNF, or DNQ, she will receive points equal to the number of boats that started that race plus one. (Note: this modifies RRS rule A4.2.)

16. RADIO COMMUNICATION

16.1. All boats will monitor Channel 71 at all times.

16.2. The lead boat will call a member of the race committee by mobile telephone when approximately 15 minutes from the start/finish line.

17. PRIZES

17.1. For each race, appropriate prizes will be given to the first 3 finishers.

17.2. The Baxter-Judson trophy will be awarded at the Club member's dinner.

18. DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. (See YRA Rule 3.0.) The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with, or prior to, during, or after the regatta.

19. INSURANCE

Each participating boat shall be insured with valid third-party liability insurance and will produce a certificate of insurance upon request.

We're located in Horseshoe Cove, Fort Baker, Sausalito, on the second floor of the Travis Sailing Center. Look for the wooden stairs on the far side of the building. Guest docks are available.
